Vom 28. November bis 9. Dezember 2011 findet im südafrikanischen Durban die 17. Internationale Klimakonferenz (COP17) statt. Für uns vor Ort: Martin Kaiser, Leiter Internationale Klimapolitik bei Greenpeace. (zur Blogreihe)

Verschiedene Vertreter der europäischen Kommission haben zu Beginn der Woche das Kyoto-Protokoll für fast tot erklärt, um von den Erwartungen an die europäische Union abzulenken. Der Grund: Seit Kopenhagen war die EU in einer komfortablen Lage. Sie konnte sich hinter den weiterhin fehlenden, aber so dringend notwendigen Klimaschutzverpflichtungen für die USA, aber auch den ausstehenden Verpflichtungen von China und anderen industrialisierten Schwellenländern verstecken.

Acht weitere Jahre des Nicht-Handelns!?

Jetzt zeigt sich hier in Durban, dass das Team von EU-Kommissionspräsident Barroso hinter verschlossenen Türen aktiv für ein ganz schwaches Ergebnis zum Ende der Klimakonferenz in Durban arbeitet. Der konservative Präsident Barroso ist bekannt für seine Nähe, wenn nicht sogar schon Hörigkeit gegenüber dem europäischen Industrieverband ‚Business Europe’. Sehr schlimm ist deren aktueller Versuch, die Fortsetzung des Kyoto-Protokolls in der folgenden zweiten Verpflichtungsperiode von derzeitigen fünf Jahren auf acht Jahre auszudehnen. Was steckt dahinter? Die Industrie weiß genau, dass sie nur so das derzeitige, viel zu niedrige Minderungsniveau für die EU einfrieren kann – nämlich bis 2020. Das wären die tatsächlichen Auswirkungen einer achtjährigen Kyoto-Verpflichtungsperiode, falls dies am Ende von Durban steht.

Wie ernst die EU-Staatschefs – darunter Angela Merkel – die Klimaverhandlungen nehmen, zeigt, dass EU-Ratspräsident Herman van Rompoy für den bevorstehenden EU-Rat am 9. Dezember – zufällig(?) der letzte Tag der Verhandlungen in Durban – Klima bisher nicht auf die Agenda gesetzt hat. Das muss sich ändern!

Ein Artikel in der NGO Publikation ECO  über die Strategie der EU-Kommission hat heute Morgen für große Aufregung gesorgt. Denn es ist klar geworden, dass die EU viel mehr für den Schutz der Menschen vor den Folgen einer unkontrollierten Erwärmung tun müsste, aber tatsächlich die Interessen der Mineralöl- und Kohleindustrie schützt. Auch die Logik des BDI-Präsidenten, dass die deutsche Wirtschaft ‚level playing field’ mit den USA und China braucht, ist das beste Argument, um den Klimaschutz an die Wand zu fahren. Nach Kopenhagen und Cancun müssten an sich mittlerweile alle eingesehen haben, dass diese Argumentation und Strategie für die Verhandlungen hier in Durban nur einem Ziel dient: Unternehmen wie Shell, BASF, EON und RWE und ihre Profitinteressen vor rechtlich verbindlichen Leitplanken für eine grüne Umstrukturierung zu schützen.

Unser Umweltminister Röttgen wird nicht müde, in vielen seiner Reden zu betonen, dass ein schneller Umbau hin zu einer ‚green economy’ der richtige Weg für Deutschland ist. Er will sicher mehr. Aber spätestens auf der Türschwelle des Bundeswirtschaftsministeriums, wo ein ‚unter-drei-prozent’-Minister Rösler sitzt, wird diese Strategie ausgebremst.  Es wird Zeit, dass die Bundeskanzlerin wieder Position bezieht im Klimaschutz und Rösler den Bericht des Weltklimarats vielleicht mal erklärt. Die nächste Gelegenheit für Merkel, die EU auf Klimakurs zu bringen, ist schon am 9. Dezember beim gemeinsamen EU-Rat in Brüssel!

    Proposal for a global climate- treaty in Durban (South Africa)
    28.11. – 09.12. 2011 to limit effectively CO2 and other greenhouse gases.

    This contract is a modular, adaptable tool box with “upstream” – and “downstream” – CO2 – Taxation, an instrument in the fight against social inequality, the screaming injustice on this planet, gives states, individuals, and NGO’s scope with a social balance by REPAY (!) in the sense of an “eco-balancing-steering- tax”: “Cap and dividend” = limit CO2 and dividend = PAYOUT “Energy-Basic-Income-Grant” = „Energie-Grundeinkommen“! The Rich can pay the great transformation! Yes, we can thus stand up to climate-change, CO2- acidification of the seas and exemplary solve some related problems of our ecosystems! We should work to make this text known to all delegates at the UN conference, discuss that contract with the help of the media in the global community of citizens, negotiate, decide and put into action to rescue the planet! Climate, energy and poverty / wealth are very closely linked.
    A balance at the international level because of human and civil rights is hereby created! Everyone has basically the right to live in dignity on this planet, breathe in and out, as well as participate in the common resources like our atmosphere. All democrats, humanists, socialists and communists are here in the implementation of this Agreement specifically addressed!
    Above all, our planet itself deserves more respect!
    Animals and plants have itself a right to a stable climate that moves so natural in the frame, that they can adapt. They have a right, not to be eradicated in an Mass extinction by man-made impact. The biosphere as we know it – life! – will only exist if we quickly limit our human greenhouse gases, understand and learn to accept the limits of the nature of our mother earth. Let us act now!

    We are committed to:
    1. Human rights-guarantee of CO2-emissions:
    Every person on this planet earth has the right, to breathe in and out without limitation.
    In addition, each person get the inalienable, non-tradable right to make CO2 emissions double the amount of average breathing. The inalienable right of all greenhouse gas emissions in total, i.e. including methane, is about 5 times the average of our breathing CO2 equivalents.

    2. Civil right for all human beings for a limited, equal right to make CO2 – emissions, as shareowners in the common Allmende atmosphere (“downstream-limitation”):
    Beginning in 2012 all the earthlings get a personal, equal right to make emissions of CO2.
    From 2012 this tradable right is 4 tons of CO2 – emissions per year.
    This amount decreases each year by 0.2 tons to 2 tons of CO2 in 2022.
    Up to 2040 this individual, personal emission right go down to 1 ton per year.
    This right also includes renewable resources, to prevent the burning of food and biosphere.
    (Regardless of source, any CO2 – emission would remain for years to centuries as a greenhouse gas
    in the atmosphere). Each person may exercise that right in monthly installments (with help from Ngo-trustees, e.g. greenpeace) to sell or buy CO2 – emission – allowances from others, as soon as the individual CO2 – emissions can be reasonably registered and billed sure, and almost completely, including data-protection. The earliest start of personal emission trading is 2020. Until then, the nation-states as Trustee for their citizens will be instructed to carry out the international emissions trading, and guarantee the financial compensation for their residents, because of their own CO2 – emission – rights, in Sense of an eco-balancing-incentive tax (similar “Lenkungsabgabe” in Switzerland),
    through the initiation of an effective CO2 – and Pollutant – tax and coupled to the repayment of this tax as an equal energy-basic- income for all citizens.

    Negotiating range for the height of a CO2 tax (possible is a phase-in-plan for the implementation!):
    50ct to 2 € per kg CO2 (lumi-proposal: 1 € / kg CO2) (The higher the tax, the more effective!
    Excessive CO2 – producers pay, all other low-emitters get money back).

    The Parties undertake to an annual adjustment, depending on the efficacy of the CO2 tax.
    (With this right, we engage all the people in solving the climate problem, include all into Decision-making. Since this is also a requirement for reduction and adaptation, a rapid change will succeed us!)

    Cause it is not primarily a tax to finance the state, but a trustee-task, the government must repay at least 80% of the tax directly: At first (until 2014) only to the citizens within their respective nation-states as “energy-basic-income-grant”, then also to the residents of the CO2 – trading-partner-nations with a adjustment-rate to be determined until full payment in 2020. Until then the not paid money to low-emission-States will be made good with a repayment-plan from 2020 in the Green Climate Adaptation Foundation. Only nations that pay out at least 80% of revenues from “CO2 – and pollutant-tax” directly to its citizens in the same amount, hence receive CO2 – trading rights.

    Until 2030 a supplement for cold climates to live in is considered, (perhaps?) 200 kg of CO2 per – 1 degree C deviation from the global average. Of above-average solar radiation favored residence receive a 10% reduction in emission rights.
    As basic equipment each nation receives 200 tons of CO2 – emission rights.

    From the potentially retained 20% of CO2 – tax are financed:
    - An international fire brigade to fight forest- and coal-seam fires;
    - National and international monitoring-networks for measuring greenhouse gases,
    including precise measurement-satellites;
    - The scientific study of the global climate;
    - The promotion of renewable energies;
    - Programs to change to greenhouse-gas-reduced, vegan food and organic farming;
    - Energy-saving programs (especially building renovations, non-fossil and public transport);
    - Administrative costs for emissions trading, in particular, a UN emissions trading stock-exchange;
    - And the development of welfare-oriented tax systems in underdeveloped countries.

    3. Global CO2 – levy on the extraction of fossil carbon (“upstream”):
    On the removal of fossil, carbon fuels such as coal, oil and gas from the Ground, we collect at the source a worldwide CO2 – levy. As a negotiating-corridor in Durban is proposed:
    5 Ct – 2 € per kg of CO2 (lumi-proposal: 50 Ct ).
    The levy should rise annually. About the amount of the levy decide the United Nations. From this Equalization-Levy will be financed a Green Climate Compensation Foundation, managed by United Nations.
    Minimum capital from 2012 on: € 100 billion. Continental / Regional funds are permitted (EU, ALBA …).

    Be financed (catalogue):
    - Adaptation measures to the impacts of climate change (e.g. sea level, floods and droughts);
    - Protection of ecologically valuable areas (e.g., Congo and Amazon basins – for key-biodiversity significant marine areas) These are specifically defined in an annex (still missing), with compensation-payment for the protection, and ranger activities of local residents;
    - Information and education about climate, ecology, physics and chemistry of the atmosphere for all levels of education:
    “Public understanding of climate-change”-climate-TV with daily updated information.
    Specifically were built up for each of about 200,000 people “climate-take-action-museums” as information- and competence centers: Measuring the greenhouse effect – magnitude of CO2 and other greenhouse gases – comprehend human emissions, despite the difficulty of an invisible gas – use of renewable technology;
    - Voluntary resettlement programs of climate-change-affected people in a home of their choice.
    - Development and construction of renewable energy (in the poor, as the donor countries);
    - Programs for removing greenhouse gases from the atmosphere (especially with algae, Moore and bamboo! CO2 – Recycling with “wind-gas”) (also forest and ecological fertilization of carbonaceous soils – terra praeta – with biochar);

    4. Nuclear-conversion duty:
    The rise in price of fossil fuels should not lead to an uncontrolled increase in atomic Energy with all its consequences (nuclear waste for hundreds-thousands of years, risk of accidents and terrorist attacks). Therefore is also on the mining of uranium, and the use of nuclear fuels for energy supply subject to a global tax. The amount of the duty is to be based on the costs for the disposal of nuclear waste for 1 million years (construction cost + Personnel costs for guarding
    and security services + operation + Scientists for Monitoring + rearrangements occurring as a result of radioactive decay products / gases), the insurance risks for the global community due to nuclear accidents, and the Elimination of atomic after-effects and the cost of treatment for long-term Storage of the already produced, unsecured nuclear waste. The duty must be clearly higher.
    The revenues from this levy are used in addition to the direct expenditures due to the nuclear waste and to build a capital fund for the future Generations, administered by the United Nations.

    Therefore be financed with the duty/taxes:

    - Long-term, sustainable infrastructure measures (e.g. solar power-train for Africa
    (At least 3 NS-corridors, 2 OW-connections) + 2 O-W South America, EU-India-China);
    - Loans for renewable energy systems (not just desertec-projects, but especially Micro-loans
    for local, decentralized systems);
    - Search, construction and operation of nuclear permanent, but retrievable “disposal”;
    - The research of neutralizing radioactive waste / shortening the period of radio activity;
    - Compensation due to nuclear accidents, as far as the operating companies does not cover this.

    About the exact text of the duty decides the UN General Assembly in a separate nuclear waste- and security-treaty.

    States Parties are also advised to introduce a national nuclear fuel tax,
    (Another contribution to the energy-basic-income) and as soon as possible to phase out nuclear energy.

    (The coupling of 3 + 4 is crucial for the balance of power between the nuclear powers and oil-, gas- and coal-producing states (eg OPEC, China, Venezuela). Otherwise these does not fully agree a climate treaty)

    5. Foundation for reparation / financial compensation cause of historical atmospheric-debt 1990 – 2012:
    The accumulated ecological greenhouse-gas-debts of the high-emission countries since 1990 can not be canceled.

    The remission applies only to the time before.
    (First IPCC report in 1990, thus comprehensive information to all States).
    The funds of this foundation will be used to exempt poor, low-emission countries free from financially debts

    (… .. Yet to formulate! CO2 – price 1 € / kg of CO2?
    Better to negotiate from the cheated states to end climate-colonialism!)

    6. Keep (Compliance with?) binding climate targets:
    We commit ourselves to do everything to limit the average global warming
    to 1.5 degrees Celsius by 2100, and to 2.0 degrees Celsius as the absolute maximum (compared to preindustrial temperatures). We prevent an increase of the greenhouse gas CO2 over 420 ppm. A long-term-reduction aims to 350 ppm by the year 2100, compensates the positive feedbacks in the climate system. That slow down acidification of the oceans with carbonic acid from air-CO2 (At 450 ppm corals die. The livelihoods of 500 Mio. humans must be saved). For methane a maximum of 2000 ppb is set as a goal provisional. We emit in this century until the year 2100 not more than the total budget of 400 billion tonnes of CO2 into the atmosphere.

    To control this goal, a UN-Climate-Security-Council for all continents will be established from 1.1.2012 on: Majority decisions, with fundamental questions in part 2 / 3 majority, but no veto.

    Plan B – If market-based instruments fail to stabilize the CO2-content of the atmosphere at 400 ppm / 420ppm? (390 ppm today):
    When this limit is reached, the nations are allowed for each resident only half of the average global per capita value of 1990 for the burning of fossil-fuels. If 420 ppm (450 ppm?) is reached before 2050, then the contract-Parties will ensure to enforce a ban on burning of carbon-fuels , containing regulatory policy, also for states with mining a ban on taking out of carbon from the Ground – if necessary with all possible means in international law, after court decision (to prevent climate- and civil-wars). This prohibition applies not to the human rights set of point 1!

    The UN-Climate-Security-Council can tighten up the limits because of new scientific findings,
    including the participation of public and UN General Assembly.

    As a sign of the enforcing the will of the parties we will prohibit immediately the release of man-made Greenhouse gases with more than 1000 times greenhouse-effect than CO2 (eg trifluoromethane HFCs, SF6). Fluorinated greenhouse gases are taken to zero in 2018, along the lines of the Montreal Protocol.
    For road vehicles with greenhouse effect, we limit the top speed to 100 km / h,
    but allow solar (-current) cars faster speed. Additional clearing forests we ban immediately.
    Intra-European air traffic, as well as short routes worldwide are prohibited, exemptions can be permitted
    by the UN Security Council on Climate Change.
    A violation of these agreements is considered as illegal under international law,
    and can indicted by the International Court of Justice in The Hague, which is
    extended to include an “environmental-and climate-chamber.”

    For states that do not join this treaty is arranged: There are tariffs and trade sanctions decided.
    About the exact text of the contract decides the UN General Assembly.
    The Parties decide on further, supporting legislation to meet the climate goals,
    as well as Decarbon-Operation-Plans that must be submitted to the UN Climate Security Council.
    Policy Statements have now an end. This is a contract for the benefit of all citizens of the world.
    With concrete financial decisions and actions we can limit the man-made greenhouse gases!

    @Derek: Die Überbevölkerung ist Folge des ungerechten Welthandels und der Umweltzerstörung. Wie sagte schon der latainamerikanische Priester Ernesto Cardenal in den siebziger Jahren: “Wenn der Westen bereit ist, für unsere Produkte faire Preise zu bezahlen, kann er seine Entwicklungshilfe behalten!” Das bedeutet, wenn sich die Einkommen der Menschen insbesondere in den Entwicklungsländern verbessern, dann bekommen sie auch weniger Kinder, da Sie einen Lohn erhalten von dem sie auch leben können, anstatt viele Kinder zu haben, die frühzeitig mitarbeiten müssen, damit die Familie überleben kann. Wir in den reichen Ländern sind daher diejenigen, die z.B. mit einem anderem Konsumverhalten auch gegen die Überbevölkerung etwas tun können.
